Generally you can wear a striped tie with a striped shirt as long as the strips are not the same size. One colour in your tie must match your suit, shirt or your belt and shoes (which should match each other). Don’t wear a striped shirt, striped tie and a pinstriped suit together. Mixing three similar patterns is not a good combination.
You can mix a black jacket with brown shoes if paired properly. Basically, if your footwear is predominantly black (on the soles for example) and match them with a brown belt.
Keep this in mind: the narrower your pants are, the shorter they should be. Pleated pants look slim and elegant when you stand but tend to buckle up when you bend. Flat front pants with a shorter rise are the best for movement.
